The central government has given permission to start functioning in many industries. Due to non-commencement of public transport and many stringent conditions, doubts are also being raised about whether the wheel of factories will be able to hold fast. But the industry is calling this move of the government as necessary and welcome for the economy.
Experts say that if it is implemented properly, the economic speed methods will be restored by 30 to 40 percent. Due to the huge loss to the industry due to the lockdown, the government has relaxed the emphasis on starting the necessary work. It is also expected to curb the exodus of workers. But many strict conditions have been kept for this.
The central government on Sunday issued guidelines to partially start selective economic activities from April 20 in areas protected by the corona virus infection. According to it, migrant laborers will be able to move from one place to another within a state during the period of lockdown.
But movement from one state to another will not be allowed. While issuing the order, Home Secretary Ajay Bhalla clearly stated that as long as there is lockdown. Workers will not be allowed to go from one state to another.
The initial shutdown of the first 21 days implemented for the prevention of corona virus epidemic in the country ended on 14 April, but now the period of the lockdown has been extended to 3 May.
As per the order, since the areas outside the transition zone have been allowed to start additional activities under the revised guidelines from April 20, these workers can work under industrial activities, manufacturing, construction, agriculture and MNREGA. Some guidelines have to be followed for their movement within the state or union territory.
Deepak Sood, general secretary of the industry chamber Assocham told,’Exemption from lockdown is of a wide scale. Given the current health emergency, we could not expect better from the government. If it is implemented in a responsible way, then the economic speed methods will be restored at least 30 to 40 percent.
He said, ‘Work has been allowed in all essential food processing, cargo movement, postal services, courier service, ports, IT hardware manufacturing, mining, power generation, telecom, jute industry, packaging material, pharma industry. All these were necessary for our economy to open at this time. At this time the demand is only for food, drinking, agriculture related goods or medicines, then it will not be very encouraging to start our own factory for the rest of the industry. But even if 30 to 40 percent of the work starts, the economy will get a momentum, which is necessary for our sitting economy.
